The MA Tax Policy and Tax Administration is a 15-month executive Master’s programme with a strong African and international focus. It is designed for experienced tax officials, policy-makers and tax practitioners, who wish to acquire expertise in Taxation and obtain an internationally recognised graduate degree in the field.
The Master’s course is structured around 11 modules that provide fundamental skills and knowledge in the area of Public Finance, with particular focus on Tax Policy, Tax Legislation and Tax Administration. It takes into account both strategic and operational aspects, using a primarily project-based and applied approach.
A functioning public-finance system represents the backbone of a capable state that provides public goods and services according to citizens’ demands in a transparent and accountable manner. It stands to reason, then, that governments are committed to providing systems that ensure the effective, simple and fair collection of taxes. At the same time, ongoing economic regional integration is making it necessary for modern governments to design tax systems that meet the requirements of this rapidly changing economic and social environment.
A practice-based approach, achieved through work on a practice-oriented transfer project, will enable those accepted into this programme to develop the skills to apply content to tax-policy, tax-legislation and tax-administration problems creatively, with the objective of finding innovative and practical solutions to such problems. A modern mix of methodological approaches to teaching and learning will systematically develop the students’ problem-solving skills. Guest speakers internationally recognised in the fields covered in this master’s programme will provide a real-world perspective to supplement the course content.
Students will benefit from different excellent study locations – e.g. Germany and South Africa – enabling them to garner experiences from different professional and cultural settings. Study tours to African and European public-finance institutions will offer students exposure to alternative public-finance systems, widen their horizons, and help them to assess different reform options critically.
This Master’s programme is offered by the IMB Institute of Management Berlin of the Berlin School of Economics and Law (BSEL) in collaboration with the African Tax Administration Forum (ATAF) and the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ).
Tax Policy, Tax Legislation and Tax Administration
Voraussetzungen / Zulassung
The following requirements must be met in order to apply for this postgraduate programme:
- Minimum of a three-year full-time bachelor’s degree, preferably in Economics, Law, Public Administration, Business Administration, Political Science, or in related fields
- At least one year of relevant professional work experience, preferably acquired on the African continent
- For non-native English speakers, proof of excellent English proficiency. (The standard required is based on one of the following results in the most widely used tests: TOEFL – 550 (paper-based), TOEFL – 213 (computer-based), TOEFL – 79 (internet-based), BULATS – 75 or IELTS – 6.5.)
Applicants who can provide proof that they have acquired very good English skills through their undergraduate studies or job activities in English can provide proof of their English language-skills within the scope of the interview.
Candidates will be selected on the basis of previous academic performance, seriousness of purpose and professional work experience in Africa.

Kosten und Gebühren
The course fee for the entire MA programme is EUR 16,850.00, payable in three instalments.
The tuition fees include:
- Enrolment fees, examination fees and final examination fees, as well as service and administration costs
- Travel costs for the study phase in South Africa
- Attendance at all courses and seminars
- Teaching materials (readers and handouts)
- Official welcome and graduation ceremonies
- Guest lectures and workshops
- Study visits and workshops to European and South African public-finance institutions
- BSEL’s Business Faculty events in Germany
The tuition fees do not include travel costs to and from the student’s home country, living costs in Berlin, or own study materials (e.g. laptop, writing material, etc.).

Dauer des Studiums
The programme spans 15 months (three semesters) and begins in October. The first two semesters will be dedicated to the full-time modules taught on the programme, whereas the third semester will be reserved for finalising the transfer project and writing the master’s thesis.
Students can expect to acquire the expertise and skills necessary to fulfilling management positions in various public institutions such as ministries of finance, revenue administrations and other institutions relating to public finance.
