Making good public policy is really difficult. Almost all policy choices involve tough choices and complex trade-offs. Politicians often fail to realise these trade-offs and their effects or unintended consequences, pretending we can have our cake and eat it.But the truth is that any decision will almost invariably benefit one group at the expense of another. Any extra public spending means more taxes, either now or in the future. In any case, how do we decide who should pay tax? Dealing with the intergenerational unfairness is a huge challenge. Many in the older generation have benefited from valuable pensions and rising house prices which won’t be available to younger people. But what is to be done? Is there a way of benefiting the young without effectively breaking promises made to the older generation?
In this lecture Paul Johnson, director of the prestigious think-tank the Institute for Fiscal Studies, will discuss these important issues.
